Regional HR Specialist(Substitution)

DRC East Africa & Great Lakes (EAGL) region provides urgent response at the onset of displacement and works with displacement-affected populations - both internally and across borders - to develop solutions to the challenges that they face.


The DRC office in Nairobi is a Regional Office providing management support and strategic direction to DRC programs operating in East Africa & Great Lake region. The EAGL Regional Office covers the following country operations: Burundi, Djibouti, DR Congo, Ethiopia, Sudan, Kenya, Somalia, South Sudan, Tanzania and Uganda.

We are currently looking for a highly qualified HR Specialist to join the team.

About the job

The Regional HR Specialist – Substitution, will provide overall expert advice, coordination, and support to Human Resources staff and managers in the region and ensure efficient support to Country Operations they are assigned to, in accordance with existing DRC policies and procedures.

The Regional HR Specialist – Substitution can be deployed to country operations within the region, on short- or long-term missions, up to 75 % of their time.

Your main duties and responsibilities will be:

  • Provide substitution to the regional HR team, providing leave coverage for HR Specialists, HR Coordinator
  • Support the development of Regional secondment process and pool of candidates for secondment
  • Support to two Regional HR Specialists with overall country support
  • Provide technical leadership and support to Country operations when depployed.
  • Perform HR Compliance check in Country Operation, to assess status and needs of HR in the country
  • Ensure regional and global HR processes are in place in the country operation
  • Ensure training and capacity building of HR staff and managers in Country Operation, on HR policies and tools.
  • Drive HR work areas wile in country, including recruitment, development, contracts and compensation

About you

To be successful in this role we expect you to have minimum 3 years' working experience in Human Resources in Humanitarian INGO’s. Moreover, we also expect the following:

  • Working experience within the region is preferred.
  • Technical skills in HR and Admin management, preferably including recruitment and selection, learning and development, performance management, compensation and benefits, legal compliance.
  • Extensive knowledge on local labour laws within the region
  • Excellent skills in handling and advising on complex people management issues
  • Strong interpersonal skills and ability to communicate clearly.
  • Positive attitude and service oriented. High level of personal initiative and ability to work with minimum supervision.
  • Ability to creatively solve problems, juggle multiple priorities within tight deadlines, and calmly and diplomatically deal with unexpected and sudden events that could impact business;
  • Postgraduate degree in the field of strategic human resources or business management, or similar
  • HEAT training (preferred)

Contract length: 1 year, with possibility to extend, depending on funding and performance

Band: G Non-management

Designation of Duty Station: Unaccompanied

Start date: 1 September 2024
