Supply Chain - Procurement Officer

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Supply Chain - Procurement Officer in Kyiv.  

About the job

The Supply Chain - Procurement Officer plays a crucial role in ensuring the efficient and compliant operation of DRC's supply chain functions within Ukraine. This position oversees procurement and general logistics support, contributing to the successful implementation of DRC's programs in the country. The Supply Chain Officer ensures alignment with DRC's procedures, guidelines, and donor requirements.

Your main duties and responsibilities will be

Procurement and Supply Chain Management:

  • Ensure all procurement processes adhere to DRC Operations Handbook and relevant guidelines.
  • Effective and efficient support to programs’ needs.
  • Develop and maintain a comprehensive procurement database for goods and services.
  • Prepare or update weekly and monthly procurement status reports.
  • Collaborate with program staff to ensure effective support for program needs throughout the entire program cycle.

  • Supporting to create and maintain annual procurement plans
  • Track all orders, purchases and deliveries
  • Ensure that all logistics specific donor rules and policies are understood and respected
  • Oversight of all purchase and service contract to ensure DRC's interests are protected
  • Correctly apply ERP supply chain processes"                           

Procurement Planning and Oversight:

  • Support and execute annual procurement plan in coordination with program teams.
  • Monitor and track all orders, purchases, and deliveries to ensure timely and accurate procurement.
  • Ensure compliance with donor-specific logistics rules and policies.

Contract Management:

  • Provide oversight for all purchase and service contracts to safeguard DRC's interests.
  • Establish and maintain effective supplier contracts and relationships.
  • Optimize supply chain operations through the setup of long-term supply contracts.

Fixed Asset Management:

  • Support the management of fixed assets, including tracking, maintenance, and disposal in the absence of Fixed Assets Management focal points.

Compliance and Risk Management:

  • Ensure DRC's supplier due diligence processes are effectively implemented in the local context.
  • Apply ERP supply chain processes accurately and consistently.

Support and Collaboration:

  • Collaborate closely with the Supply Chain Procurement Manager to contribute to the development of country strategies and action plans.
  • Provide technical guidance and support to country operations related to logistics and supply chain management.

About you

To be successful in this role we expect you to have at least 3 years’ experience in supply chain, or procurement and logistics roles, preferably in a humanitarian or development organization. Moreover, we also expect the following:

  • Bachelor's degree in Supply Chain Management, Business Administration, or related field; Master's degree preferred.
  • Sound understanding of procurement and logistics principles.
  • Good understanding of the procurement rules and logistic.
  • Strong knowledge of humanitarian supply chain regulations, including donor requirements.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively in a multi-cultural environment.
  • Commitment to learning and implementing organizational policies and procedures.
  • Ability to work effectively in a fast-paced and dynamic environment, handling multiple priorities.
  • Excellent negotiation, vendor management, and communication skills.
  • Excellent skills in MS Word, Excel, and PowerPoint.
  • Familiarity with ERP systems and supply chain software.
  • Ability to manage multiple tasks simultaneously and meet deadlines.
  • Strong analytical and problem-solving skills, with attention to detail.
  • Proficiency in English and Ukrainian languages, both written and spoken.

We offer

  • Contract length: open-ended after 3 months probation period.  
  • Band: H non-management.  
  • Designation of Duty Station: Kyiv, Ukraine.  
  • Start date: ASAP.  
  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Employees.
