Finance Manager

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a highly qualified Country Finance Manager to join our team in Kyiv. 

Overall purpose of the role: The Country Finance Manager’s overall purpose is to lead and manage DRC’s Finance and Accounting team in Ukraine (10-12 staff members) providing overall technical expertise and advice, coordination and management ensuring efficient support to the program teams in accordance with existing DRC policies and procedures. The CFM will manage a total budget of around 85 million USD (budget 2024).

Your main responsibilities will be:

People Management and Сoordination

  • Lead and manage the finance team (including people planning, performance and development, well-being).
  • Support the development and implementation of financial management capacity building of staff.
  • Perform Technical oversight of financial teams in the areas.
  • Ensure rightsizing of finance and accounting teams at Country level as well as Area level to adequately support program implementation.

Compliance

  • Ensure that DRC regulations, Donors’ requirements and Ukrainian legislation are thoroughly respected at Country Office level as well as at Areas and Bases level.
  • Prepare and maintain internal and donor compliance-related reports.
  • Ensure supporting documentation is adequately archived and readily available for audit reviews.
  • Ensure timely satisfaction of audit queries.

Financial Management

  • Lead the development of budget proposals (including budget adjustments) at country level.
  • Conduct and/or supervise training sessions and workshops on budget development, budget follow-up, financial reporting, and decentralized financial management processes.
  • Supervise the preparation and the dissemination of the monthly Budget Follow-up at area level and country office level.
  • Provide an in-depth analysis of the monthly Budget Follow-up per contract; anticipate and communicate timely to the Head of Support Services and Head of operations timely any underspending or overspending and/or deviation from donors’ regulations,
  • In collaboration with the Head of Support Service, prepare the annual master budget for the country program, and provide analysis on potential financial risks.
  • Ensure that that the Master Budget is set-up in Dynamics and regularly updated/maintained.
  • Be a leader in terms of improvement (and simplification) of DRC tools and processes related to finance and accounting management.
  • Develop and roll out SOPs and Policies the different processes implemented by the finance and accounting management.
  • Provide training across office on new processes and coordinate regular/recurrent training and onboarding of relevant employees.
  • Lead and manage the finance team (including people planning, performance, well-being and development)
  • Support the development and implementation of financial management capacity building of staff Perform technical oversight of financial teams in the areas
  • Ensure rightsizing of finance and accounting teams in the areas to adequately support program implementation.
  • Ensure smooth liquidity process across the country
  • Ensure fair, consistent, transparent allocation of shared cost and adequate utilization of donor budgets.
  • Actively participate in meetings led by the Grant Department Unit (kick-off meeting, pre-closure meeting, etc.)

ERP System (Dynamics)

  • Ensure DRC Dynamics is used to its full capacity
  • Ensure proper application of ERP finance processes in Ukraine
  • Apply reports and data analytics from ERP system to improve financial performance of DRC Ukraine

About you

To be successful in this role we expect you to have at least 5 years' international experience in a senior financial management position and at least 3 years' experience with people management. Moreover, we also expect the following:

  • Proven experience in managing large budgets from various donors (> 50 million USD).
  • Proven leadership skills and competence in people management.
  • Competence in providing technical guidance and training.
  • Working experience with relevant donors (e.g. ECHO, UHF, DANIDA, Danish MoFA, BHA, WRA, etc. guidelines).
  • Previous experience with an ERP is required, preferably working experience with Microsoft Dynamics.
  • Full professional proficiency in English.
  • Previous experience writing and implementing SOPs on financial processes.
  • Excellent proficiency in Ms Office and Ms 365 Dynamics
  • Fluent in written and spoken English
  • Knowledge of Ukrainian (or Russian) is an added value
