Safety Officer

ABOUT THE JOB

The Safety Officer will ensure a coordinated and compliant management of day to day, operational safety and security. The position will focus on contribution with specific technical competences to program and project staff who are facing communities and can improve humanitarian access by initiating contact with those who are impeding access. Also the Safety Officer will focus on staff movements, administrative tasks, conducting inventory and procurement on safety equipment, and overseeing drivers. In support of these, the Safety Officer will perform the following:

Responsibilities:

Security and safety management

  • Conduct site assessments with recommendations for physical security improvements and country office safety team, follow the procurement process to ensure the completion of approved upgrades.
  • Conduct location/area assessments with mitigation/avoidance recommendations.
  • In coordination with safety team leader engage DRC’s SRMS to include but not limited to updating SLS ratings and the MOSS.
  • Report to safety team leader all incidents involving staff, assets and premises that compromise access in any way.
  • Oversee or if necessary, conduct regular functionality checks of safety equipment of all premises and vehicles, to include, but not limited to: First Aid Kits; Hibernation Stores; Smoke Detectors; Fire Extinguishers; Fire Blankets.
  • In concern with support services, provide plans for transportation along with driver schedules, ensuring the vehicle equipment are in right place and in good conditions as well as facilitating safe transportation for all staff.

Access, liaison and context analysis

  • Collect, compile and distribute information in order to assist programming, to include assisting the Safety Team members in gathering information that can assist in facilitating access.
  • Humanitarian Negotiations and Community Outreach.
  • Represent DRC as a humanitarian organization in community outreach meetings and in access negotiation meetings with government and non-government stakeholders.
  • Strategically network with interlocutors, in a fully principled and transparent manner.
  • Coordination of humanitarian negotiations, messaging and community outreach plans with DRC area and field offices.
  • Create and maintain a network of contacts who may be contacted to corroborate information, engage in consultation with in the event of an incident or obstacles to access.

Document filing and representation

  • Maintain filing system of safety files and records.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum 2 years’ experience in Safety and security management, access, or liaison.
  • Experience to work and deal with governmental, non‑governmental and tribal stakeholders.
  • Experience of community engagement and negotiating access.
  • Staff coordination and organization.

Education/qualifications:

  • University Degree
  • Good reporting skills and sound ability of context analysis
  • Good communication skills
  • Functional working knowledge of Microsoft Office and Google Earth Pro
  • Solid organizational skills and strong personal work ethic

Languages:

  • Fluency in speaking & writing in Pashto, Dari and  English.

Key stakeholders: (internal and external)

  • Enhance DRC programming by facilitating safe access whenever and wherever possible.
  • Ensure operation to be in compliance with DRC safety procedures.
  • Disseminate security related information with analysis to all staff members whom should receive it.
  • Assist in the effort of stakeholder management.
  • Assist in creating a culture of safety awareness in the program by arranging relevant training to staff on a regular basis with the help of the area manager and safety manager.

 We Offer:

  • Contract length: to 31st of December 2024 with the possibility of Extension.
  • Band: NMH
  • Designation of Duty Station: Ghazni sub office with frequent travels in DRC has Flexible working hours for Females staff as per DRC Policy.
  • 13th month’s salary Will be paid by end of each month with salary.
  • Top-up credit card as per office regulations.
  • 1+1 Health Insurance will be provided by DRC.
  • Eid Bonus.
  • DRC provide Transport allowance/ Transportation Facilities for female and people with disability.
  • DRC Provides kindergarten/ Day Care allowance for max 2 children – Applicable to female mothers.
  • Per diem allowance for employee and her Mahram - Applicable for female 
  • Salary and conditions will be in accordance with the DRC salary scale.
