DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Madani, White Nile  and Port Sudan. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

 About the job

 The overall purpose of the role:

The Supply Chain Officer main objective is to provide support in the Supply chain department in efficient and effective Logistics implementation and smooth running of departmental operations of the Khartoum capital office with emphasis

support logistics/procurement staff and functions including implementation of DRC Dynamics. The role expected to contribute to strengthen the overall supply chain functions. This position will also ensure implementation of audit recommendation related to logistics and procurement.

He/ She will be expected to assist on procurement, fleet, assets, general equipment and stock management for whole country, ensuring that all logistics operations are managed and maintained in an efficient manner. as per DRC’s internal and donor procedures & as per the Operations Handbook

Responsibilities and Tasks

Procurement Co-ordination

  • Assist Supply chain manager (SCM) and ensure the procurement are fully compliant as per the DRC Operations Handbook and donor’s requirement. 
  • Draft ITB (National) documentation before advertising or inviting suppliers with SCM and requester
  • Assist and support SCM in ITB management (TOC report, technical analysis and contract award).
  • Assist and support establishing purchasing agreements for the key program items and routinely procured other administration items.
  • Organize procurement trainings for program staff and small-scale refresher training for procurement staff.
  • Travel to field office and ensure implementation of the audit recommendations related to the supply chain

Fleet Management

  1. Assist SCM for compliance and implementation of Operations Handbook.
  2. Manage the Fleet tender in Sudan, and also rental vehicle contract across Sudan
  3. Support SCM and coordinate with program and perform right sizing of fleet exercise.
  4. Support SCM and ensure an effective fleet management practice in DRC especially for the service contract vehicles for all country

Asset Management

  • Assist SCM and support in compliance and implementation of Operations Handbook on asset management.
  • Support country & Field SC team for monthly comprehensive country reports on Inventory/Assets, compile all report and provide to SCM

Inventory and Warehouse Management

  • Assist SCM for ensuring compliance and implementation of Operations Handbook on inventory and warehouse management.
  • Organize training for program staff and warehouse staff on stock ownership, stock management, release and accountability of stock return etc.
  • Provide monthly comprehensive country report on warehouse inventory to SCM (list and stock value in hand).

Transportation of goods, equipment and programme inputs:

  • Arrange with Team, to receive/transport goods from site to final/other destinations with good timely manner.
  • Keep track and updates of cargo status and shipments.
  • Review and check transportation reports/ Waybills

DRC Dynamics ERP System

  • Ensure proper application of DRC Dynamics supply chain processes (mainly P2P and Asset Management) in the operations.
  • Apply reports and data analytics from ERP supply chain system to improve supply chain performance

Minimum Qualification, Skills and Experience Required:

Experience and technical competencies: (include years of experience)

Minimum 2 years of relevant work experience and in-depth knowledge of the context (local market) in South Kordofan
• Experience in administrative tasks, including filing systems.
• Excellent IT skills, experience in operating an ERP supply chain system will be consider an advantage
• Experience with standard procurement procedures and documentation.
• Advanced English proficiency
• Fluency in local language

Diploma or equivalent professional qualification

  • Fluency in Arabic

Salary range: 1026-1156 USD
